The Council of Europe, founded in 1949 in the aftermath of war, anchors Strasbourg’s European Quarter as a continent-wide forum for democracy, human rights, and the rule of law. From here its 46 member states shaped the European Convention on Human Rights (1950) and continue to set standards meant to outlast shifting borders and politics. The flag-lined façades and sober modern buildings give the place its meaning: European unity pursued through institutions, debate, and shared legal commitments.
