Completed in 1959–73, the building rises on Bennelong Point as a cluster of interlocking concrete shells faced with ceramic tiles. Beneath the sculptural roof forms, multiple performance venues are threaded through a compact interior plan. A stepped podium and elevated terraces lift pedestrians above the Sydney Harbour edge, underlining its role as a civic monument rather than a single-purpose hall.
